The turnover ceremony of the Bayambang Comprehensive Land Use Plan (CLUP) and Zoning Ordinance (ZO) (2018-2027) on November 23, 2022, marked the completion of the project between the Municipality of Bayambang, Pangasinan represented by Mayor Mary Clare Judith Phyllis “Niña” J. Quiambao and Special Assistant to the Mayor (SATOM) Dr. Cezar T. Quiambao and Palafox Associates headed by Architect Felino “Jun” Palafox, Jr. More than 150 participants attended the event at the Balon Bayambang Events Center in the Municipal Complex of Bayambang, including Vice Mayor Ian Camille C. Sabangan, Members of the Sangguniang Bayan, Department and Unit Heads of the Municipal Government, Barangay Captains and representatives, and accredited Civil Society Organizations (CSOs), among others. The highlights of the ceremony were the presentation of the approved CLUP and ZO by the Department of Human Settlements and Urban Development (DHSUD) and the Pangasinan Provincial Land Use Committee (PLUC) for the period of 2018-2027 and the formal turnover of the planning documents to Mayor Quiambao and Dr. Quiambao by Architect Palafox.
The CLUP, through the ZO, will be Bayambang’s primary mechanism to allocate and utilize its available land and water resources to its different sectors for their development. It is also the fulfillment of the Municipality’s vision, which is: “A safe and smart town that is rich in historical heritage, with a collaborative leadership that promotes principles of transparency and accountability, and made progressive by a sound citizenry that is proactive in environmental protection.” In addition, these plans will ensure that appropriate land and water policy interventions will be carried out, which will ultimately enhance the quality of life and provide inclusive development for Bayambangeños.
The Municipality's next steps would be the implementation, monitoring, and evaluation of the programs and policies proposed in the plans. Several of the recommended projects were already carried out by the Municipal Government such as the Prayer Park where the St. Vincent Ferrer Statue, the tallest bamboo structure in the world, stands. Other projects are still ongoing like the development of the Aquaculture Park in Barangay Langiran.
The collaborative effort between the Municipality of Bayambang, through the leadership of Mayor Quiambao and Dr. Quiambao, and Palafox Associates led to the successful development, approval, and adoption of the CLUP and ZO. The framework embodied in the plans will ensure the achievement of the Municipality’s envisioned progress.
