The Municipality of Real has guided the development of the Conceptual Master Plan of Proclamation 311 with a vision to become "a pacific and premier global gateway that spurs economic development, where robust and world-class businesses and industries thrive within livable and sustainable environments."

Through the initiative of the late President Ferdinand E. Marcos, Proclamation 311 was signed in 1967 to establish an additional townsite situated in the Municipality of Real in the Province of Quezon. The Municipality stands to greatly benefit from the future 11.7-hectare waterfront development along the Pacific Ocean and the opportunities to be created by the proposed civic uses, parks, open spaces, transport terminal, trading post, government offices, community housing, commercial stalls for micro, small, and medium enterprises, and the new road alignment connecting the Port of Real to the Siniloan-Famy-Real-Infanta major road. This development will also promote job creation, strengthening the Municipality's agriculture and fishery industries.
